Levels and evaluations
Each worker has a level from L0 to L5, earned from its results. The evaluator proposes level changes and an owner or admin decides.

| L4 | Coordinates complex work | The L3 criteria and 10 or more successful delegations |
| L5 | Owns bounded outcomes | The L4 criteria and a person's explicit sign-off |

Each day the evaluator reviews every active worker over the last 90 days. When a worker meets the criteria of a higher level, it proposes a promotion. It proposes a demotion only after 5 or more finished items.

A level is evidence, not authority. Approving a level does not change the worker's permissions. The autonomy mode decides what a worker may do alone. See Autonomy modes.
