Each fact waits for review on Operating Model. An approver selects Confirm, Reject, or Revoke for a confirmed fact. An approver can confirm an inferred fact only as guidance.

Workers rank facts in this order: confirmed, then explicit, observed and inferred. An inferred fact never becomes policy. Policies, not the operating model, decide what a worker may do.
