Resources are the repositories, services, integrations, credentials and budgets your workers use. Each one can have an owner who approves changes to it.

A resource is something your workers use or change. The kinds are Repository, Service, Integration, Credential, Budget pool, Document space, Channel, Domain, Dataset and Other. A credential is a reference to the vault, never the secret itself.

Each resource can have an owner and a backup owner, and a policy:
- Owner approves: changes wait for the owner.
- Manager approves: changes wait for the owner's manager.
- Open: no approval.

- Sync from integrations to add repositories and other resources from connected tools.
- Add resource, Assign owner and retire a resource. Retiring refuses every later change to it.
- Add setup tasks, such as "Rotate every 90 days".
