Runner platforms
The runner works on macOS and Linux. Windows needs WSL. On Linux, work that needs shell commands is not taken, because the runner has no sandbox there.

- The runner does not run on Windows directly. It needs WSL (Windows Subsystem for Linux).
- The runner's sandbox works on macOS only. On Linux, or wherever there is no sandbox, a runner started with
--allow-shelldoes not take tasks that need shell commands, and it tells the platform why. Without--allow-shellit takes work with the shell off.

- On Windows, install WSL and run the install command there. Or choose Agent's cloud only in setup.
- On Linux, start the runner without
--allow-shell, so work with the shell off still runs. Or run the runner on a Mac.
