The setting org.changes has three values:
- Ask me first (
propose, the default): workers propose and a person approves. - Hire on its own (
autonomous): proposals apply at once, within budget. - Only I change the team (
operator): only people edit the chart.
Change it on the Your CEO page of setup, or in the organization settings list on Settings. See Hiring and org changes.
